The Kenema City Council (KCC) is the local government authority responsible for the administration and development of Kenema City, the third-largest city in Sierra Leone and the largest urban center in the Eastern Province. The Council operates from its headquarters located at No. 7 Maada Bio Street, in the heart of Kenema City.

Kenema gained municipal status in 1957, and it was known as the Kenema Town Council (KTC), becoming one of the earliest municipalities established under Sierra Leone’s local government system. The creation of the City Council was aimed at decentralizing governance and enhancing local participation in the planning and delivery of essential public services in the first dispensation, 1957-1967. Initially guided by colonial administrative structures, the Council’s mandate has evolved through several legislative reforms, particularly with the Local Government Act of 2004, which reintroduced decentralized governance after years of centralization during the civil conflict (1991–2002).

We commit to promoting sustainable development, reducing poverty, and improving public infrastructure and human capital, through innovation and collaboration, while fostering a safe, clean, and vibrant urban environment.

  • Implementing infrastructural projects (roads, markets, streetlights, etc.).

  • Facilitating citizens’ participation in governance and development.
