KENEMA CITY COUNCIL SIGNS MEMORANDUM OF UNDERSTANDING WITH THE REGIONAL COUNCIL OF DAKHLA-OUED EDDAHAB OF MOROCCO IN FREETOWN, ON 20TH OCTOBER, 2025

Kenema City Council has officially signed a Memorandum of Understanding (MoU) with the Regional Council of Dakhla-Oued Eddahab of the Kingdom of Morocco on the 20th October, 2025, in Freetown.

This milestone partnership is grounded on a shared commitment to economic, social, cultural, and environmental development for the mutual benefit of their respective populations and territories.

Both parties acknowledged their interest in promoting sustainable institutional and territorial cooperation, while also recognizing the need to enhance the attractiveness of their territories, create opportunities for exchange, and encourage investments that will improve community well-being.

They further expressed their desires to establish a structured and lasting framework for collaboration that will enable the implementation of joint projects.

The MoU is guided by the Dahir Law No. 1-15-83 of July 7, 2015, which promulgates Organic Law No. 111-14 relating to regional governance in Morocco, and the Decree No. 2.27.449 dated November 23rd, 2017, concerning regional accounting and groupings.

Key Provisions of the Agreement

Article 1 – Purpose:

The framework agreement defines the principles and modalities of cooperation between the Regional Council of Dakhla-Oued Eddahab and Kenema City Council in the following areas:

•            Organization of forums, seminars, and economic missions;

•            Exchange of delegations and experts;

•            Implementation of joint pilot projects; and

•            Mutual participation in institutional, economic, and cultural events organized by either party.

Article 4 – Monitoring and Evaluation:

A Joint Monitoring Committee shall be established, composed of representatives designated by each party. The committee will:

•            Monitor the progress of cooperation programs;

•            Evaluate results achieved; and

•            Propose necessary adjustments where applicable.

Article 5 – Duration and Renewal:

The agreement is valid for three (3) years from the date of signature. It may be renewed automatically for equivalent periods unless terminated in writing by either party with a three-month notice.

Article 6 – Amendments:

Any modification or addition to this agreement must be made through a written amendment signed by both parties.

Article 7 – Dispute Resolution:

The parties have agreed to amicably resolve any disputes relating to the interpretation or implementation of this agreement.

The Memorandum of Understanding was duly signed by Mr. Yanjat El-Khattatt, President of the Regional Council of Dakhla-Oued Eddahab, and His Worship Thomas Karimu Baio, Mayor of Kenema City Council.

This partnership marks a significant step in strengthening international cooperation and local governance, setting a solid foundation for mutual development between Kenema City Council and the Regional Council of Dakhla-Oued Eddahab.
